Resource and Building Consent Applications

Insignis provides coordination and management solution to the development of the Resource and Building Consent Application process. Working closely with the Planning, Design Consultants and Client Insignis will facilitate the complete process and include preparing detailed Construction Management Plans (CMP). The CMP is a comprehensive document indentifying many of the site specific processes and subsequent impact that will result from the construction activities. The purpose therefore of the CMP is to at early stage provide parameters and mitigating measures relating to this impact. Examples of the items addressed include coordinating access, craneage, transportation, construction methodology and generally outlining the principles that allow the construction site to be a good neighbor. CMP’s are now more commonly becoming a requirement of the approving authority. Where input from specialist Consultants is required, such as archeological approval or Environmental sustainability, Insignis can engage and manage the required specialist and incorporate their input into the overall any consent application.

Strategic Project Programming

The accuracy and construction methodology when developing a project programme is an integral part of achieving a successful project. Insignis’ extensive Construction Project Management experience means expertise is available at all phases of project planning be it the Design Phase, Consents or detailed Construction Methodology. Typically insignis would develop in conjunction with the Client a strategic Master plan programme at the outset of the project. This document would then form an invaluable tool droning the development .

Tender and Contract Processes

Insignis has experience in all methods of procurement of Contractors to carry out construction projects. There are numerous methods available which provide differing benefits for both Client and project. Insignis thoroughly brief the Client and then make recommendations as to which method is the most appropriate in the circumstances. This method is then developed and controlled by insignis to ensure that the correct documentation is presented to ensure that the resultant tender process produces the desired outcome.

Value Engineering

Insignis can institute Value Management and Value Engineering principals to any project. Typically this process is ongoing throughout the design, as it is always the intention for the design to match the budgets agreed. Where a formal VE or VM process is required insignis will manage the necessary meetings to ensure the results are positive and meet the needs dictated.

Consent Management

It is increasingly important during the construction process that the Resource and Building consent conditions are monitored and regular checks are made to ensure that they are being complied with. Resource Consents particularly contain many matters relating to the construction process and its impact on the surrounding environment, these are noise, dust, vibration, water run off and the like. Insignis carry out a thorough check of the Conditions and provide an ongoing and detailed review of the conditions imposed. Insignis will also ensure that any necessary documentation is provided at the timing required by the consent.

Contract Document Preparation

Insignis is experienced in the preparation of the Contract documents necessary to execute the contract on the client behalf. These documents are the template for the project and will form the basis of all the administration of the contract. Insignis possesses the necessary experience needed when finalising these documents to ensure that all the matters resulting from the tender/negotiation period are appropriately included in the final contract document.

Contract Administration

Insignis can fully administer the contract ensuring all parties perform the duties required of them under the contract. Typically Insignis will perform the role of Engineer to the Contract authorising payments and Variations taking into consideration recommendations made by the projects consultants.

Project reporting

It is a general requirement of most Clients and their financial institutions that a detailed project report is compiled at regular intervals thorughout the project. Insignis' report can detail all aspect of the project such as Health & Safety, programme status, financial status, Quality control, Design and risks and issues. These reports provide a valuable snapshot of the project and serve to highlight any problems that exist and their likely solutions.  

FF&E procurement and installation

Insignis through the past experience of its directors in hotel fit outs is able to provide our clients with a full range of FF&E services. Such services can entail a complete FF&E Procurement and Installation Service, or be limited to a defined scope such as a management only process ensuring budgets and delivery objectives are met.

Completion and Regulatory Body certification

Insignis can provide assistance to the contractor in obtaining the Code Compliance Certificate, such assistance usually takes the form of liaison between the contractor and local authority. This provides for the early identification and resolution of potential problems in satisfying code compliance conditions or public safety issues.

Environmentally Sustainable Design

A lot of focus is being given to the responsibility for City Councils and Government departments being required to provide Environmentally Sustainable Design (and construction) known as ESDC. Both Insignis directors are members of the New Zealand Green Building Council (NZGBC) and are familiar with its principles. Insignis as the Project Manager is able to assist the ESD specialist in providing clients with meaningful advice on the ESD initiatives and their relative merits and costs.
